The impact of manufacturers will be assessed as well and DOE will use a modified version of the Industry Cash Flow model adapted to this particular product type to calculate manufacturing NPV. Finally, DOE will consider the potential impact on small business manufacturers as well as other subgroups of manufacturers to identify any that could be disproportionately affected by these proposals.

DOE will also examine whether the test procedure for microwave ovens needs to be revised to include active mode power consumption as well as an energy use metric. Currently, test procedures only include standby mode power consumption.
